San Marcos Unified Independent School District Superintendent Michael Cardona explained the district's decision to bring all students back to campus during a scheduling meeting Monday.

Cardona shared that four distance learning students have died in the past year, and many parents have voiced their concerns about their children returning to the classroom during the pandemic, and the public did not know during the public comment portion of the meeting.

In a letter to parents explaining the decision, he clarified what he had already said; "In particular, we need to engage children in mental health issues," Cardona said.

They confirmed all of the concerns were valid, but the district concluded that mental health screening for children was the most important.

"I think we can agree that four students are too many to die," he added. "The trauma of this pandemic is real."

During the public comments portion of the meeting, several parents raised questions about how medically exempt students allowed to study remotely would continue to study without live classes, PPE and COVID-19 safety measures, and increased traffic.

Cardona said there will be no live video for homeschoolers, and principals will work with families to create learning plans that work for each student. Teachers continue to upload instructional videos and are available face-to-face during office hours.

He also explained that after the declaration, there was a process to obtain a medical exemption so that the student could work from home, and the medical exemptions included at-risk family members.

In the March 31 letter, the district wrote that all SMCISD students will return to campus for individual study unless medically excused. He also said students can work with principals to discuss the medical exemption process and learn more at https://www.smcisd.net/Page/4723 .

Another potential source of anxiety for children was the individual STAR test, and parents were also concerned about the upcoming STAR test.

He mentioned some of their mental health programs, such as community in schools and available social and emotional counselors.

"At this point, I'm not too worried about the STAR test," he said. "I'm concerned about health screenings for our children. We have and will continue to have special education programs for our medically vulnerable students. We don't want to disrupt that program. We try to create a plan for each child."

According to Cardona, each campus has adequate PPE, separators and hygiene supplies. He also explained that despite full attendance, their buildings are never at full capacity.

Cardona apologized for the message before sending the email to his parents. "We asked the staff not to say anything to send a message through the district," Cardona said. "It didn't happen. Word is getting out. I want to apologize for what happened."

"We've adapted," he said. "Having a redundancy plan allows us to do that."

The next meeting on April 19 will discuss salary, third-party equity updates, safety updates, and the CEO's safety and resume report. The report was asked to include details of a suicide prevention and response plan.
