Cps Calendar 2013 14 – Two former Chicago Public Schools students' reports of sexual abuse by a high school security guard are among the stories detailed in a bombshell Chicago Tribune report last week that led to the Board of Education being sued.
Kyana Aguilar and Andreanna Paris filed a lawsuit Friday in Cook County Circuit Court against the board, alleging it ignored years of complaints and warnings about their abuse, allowing the man to keep his job and eventually harass them during the 2013 school year.

Their lawsuits come hours after the Tribune published "Betrayed," a series detailing systemic problems at CPS, which failed to address "significant gaps in child protection" and allowed hundreds of students to be sexually abused by district employees over the past decade.

The plaintiffs in the lawsuit were 17-year-old students at Hubbard High School during the 2013-14 school year when they said they were sexually assaulted by security guard and swim coach Walter Wells.

"School administrators knew what was going on," said Alexis Chardon, an attorney with Weil & Chardon LLC, who represents the two women.
"Long before Wells attacked our clients, they received complaints about his behavior but did nothing. They ignored the clear signs that Wells was a predator. Because the council failed to do what they should have done, our clients were sexually harassed at school, their job was to be protected by someone.'

In the lawsuits, the women allege that the board knew that Wells engaged in "serious sexual harassment or threats of harassment" after he harassed and abused students at the school as far back as 2010.
Aguilar said Wells repeatedly groped her and made sexually inappropriate comments. On one occasion, Aguilar approached Wells' desk and asked when water polo practice would begin. She said that after asking for a hug, Wells grabbed Aguilar's armpit and caressed her left breast.

I waved my hand away and said, 'Okay, so training starts that day, right? he told the Tribune. "He said, 'Yeah, or come early and show what you're made of.' Don't tell my wife."

Paris made similar statements to a school counselor, saying Wells cheated and propositioned her when she used the vending machine in the same school year.

Wells was eventually convicted in 2016 of sexual assault and battery charges against Aguilar. He and Paris testified at his trial. According to the Tribune, he remains in prison, but maintains his innocence in letters written after his conviction.
But Aguilar and Paris weren't Wells' first victims, according to lawsuits years before his conviction that he groped and made sexually inappropriate comments to female students at Hubbard. Two anonymous "Jane Doe" students reported similar treatment to Wells in 2010.

"Despite prior knowledge, (the Board of Education) took no steps to discipline Walter Wells or prevent further student misconduct," the complaints state.
"The BOE did not fire or punish Walter Wells. Based on information and belief, no one reported Walter Wells' misconduct to the Equal Opportunity Compliance Office or (Illinois Department of Children and Families). Instead, the BOE allowed Walter Wells to continue working at the school, interacting directly with the students.'

The women's attorneys say Wells' misconduct was so egregious that a staff member raised her concerns with the school's guidance counselor and athletic director, as well as a "senior administrator" during the 2011-12 school year. But even with these claims, Wells managed to keep his job.

CPS Executive Director Janice Jackson promised swift action in response to the Tribune's report, saying last week she was "sick to the stomach" after reading the stories of Chicago students who were bullied. A CPS spokeswoman did not immediately respond to a request for comment Monday.

The district has since released an action plan to strengthen employee background checks, fix internal investigation processes and improve support for students.

Public school students will return on Aug. 22, which would be the district's final commencement, according to the schedule to be approved by the Board of Education at its monthly meeting Wednesday. The proposed calendar departs completely from tradition.

The school system, the nation's third largest, has been opening its doors after Labor Day for years, though suburban districts have pushed back the early August dates.

This year, CPS opened a week earlier to fully return to in-person instruction; This pre-Labor Day start was the earliest in nearly a decade.

Since classes will begin in late August, two weeks before Labor Day, the proposed schedule calls for the deadline to be June 7, 2023. This gives 176 days of class attendance, four days at the teachers institute, four days. -service school, two days to receive certificates and four days of professional training for teachers.
For the first time, students will have a full week of Thanksgiving instead of the usual three days. First semester finals would be over before winter break, with a clean start to the new semester in January. This would make the second term longer than the first, but the schedule would match that of the district's regional and local colleges and universities. Spring break will be the week of April 3rd.

The date of August 29 received slightly more votes – 24,409 and 24,001. A small majority of parents, 53%, preferred a later date. But CPS said it chose the earlier date because the majority of students, principals, teachers, other school administrators and residential staff have chosen that option.

Families have long appreciated the opportunity to wrap up summer plans and vacations before returning from the long Labor Day weekend, but the school year has been extended into June. Last school year, classes ended on June 22nd, the latest possible, as Labor Day was September 7th.
Some parents and teachers complained that CPS's later start meant less time to prepare for standardized tests, college admissions tests like the ACT and SAT, and Advanced Placement tests.
