Kelly said the district is not tied to a traditional school calendar from year to year. What Kelly wants is the best way for River Road ISD to educate students and serve the community.

But Kelly said what he appreciates about the TEA, as well as the guidelines that come from the state level, is that they are guidelines and ideas for districts across the country.

"One thing I'm glad the commissioners and governors are still holding on to is local control," he said. "Each district—even in our region—each district must have the autonomy and authority to develop its own calendar that can meet the needs of students and the community.
