Hvcc 2023 Calendar – Hudson Valley Community College announced Tuesday that it will offer more than 50 college-level courses for free to high school students in the classes of 2023 and 2024 this spring.

A similar incentive was offered last year to nearly 1,000 students from the Capital Region, including more than a dozen students from Columbia High School.

Most high school summer college courses will be offered online or in a distance learning format. High school students may also enroll in a three-week summer session on campus, with additional classes taught in person at Troy High School. Residence dates May 23 – July 1; May 23 – August 12; and from July 5 to August 12.

Courses range from English composition, precalculus, and sociology to child development, introduction to criminal justice, and principles of marketing.

Successful students can apply their money to Hudson Valley Community College and hundreds of other colleges and universities after high school.

"We want to do everything we can to make our summer college for high school courses more interesting," said HVCC President Roger Ramsamy. "By awarding full tuition scholarships and providing educational resources or free textbooks, we give students an incredible opportunity to start their college careers while still in high school."

HVCC also announced that two additional academic programs, Head Start on Math and Head Start on Writing, will be offered online and on campus for free this spring. The workshop is designed to prepare prospective college students with the skills to take college-level courses.

Head Start on Math allows students to learn basic math skills and prepare for Basic Math (MATH 095) and Basic Algebra (MATH 099). Head Start on Writing allows students to work with teachers on writing skills and prepare for English I.

Earning college credit through this program or any other college does not automatically count on a student's high school transcript. There is a process and a process separate from the high school admissions process that a student must complete if they want to receive college credit on their high school transcript. Capital Region Community College is one of several schools cutting part-time faculty to avoid Obamacare's health insurance requirements.

The Affordable Care Act requires large employers to pay health insurance or premiums for employees who work 30 hours or more per week. Hudson Valley Community College cut faculty hours this month to ensure the school stays below that threshold.

At least four other public colleges have considered reducing faculty hours, including Florida's Palm Beach State College, Pennsylvania Community College of Allegheny County, Ohio State University in Youngstown and Kean University in New Jersey.

30 hours is the threshold for large employers to offer health insurance to Obamacare workers. It used to be 35 hours.

"It's a double whammy for a group of workers who are already in dire straits," said John W. Curtis, director of research and public policy at the American University Professors Center. "The whole point of the Affordable Care Act is to extend coverage to people who wouldn't otherwise have access to it."

"For us, this is an attempt to minimize the impact on the college's operating budget and the services we provide to students," Dennis Kennedy said.

Justin Baker of Troy and his wife are both digital artists who teach two courses at HVCC. Perhaps the couple will shift their academic load to one class.

Branches are already in dire straits, Curtis said. Temporary workers usually work on a year-to-year basis and are paid hourly.

"There's no job security. They often don't get benefits," Curtis said. "Most part-time teachers try to make a living by teaching multiple fields at once."

According to the American Association of University Professors, about 76 percent of college teaching is done by part-time employees, including professors, graduate students and professors of music. According to the AAUP report, only 23 percent of colleagues receive health benefits.

Other colleges in the greater area said they would not change associate hours, including the University at Albany, College of St. Rose, Rensselaer Institute of Technology, Union College and Schenectady County Community College. UAlbany and all colleges in the state offer health benefits to partners who teach two courses.
